Una task force internazionale sulla crisi alimentare globale con il compito di dettagliare un piano di azione e garantirne l’applicazione sarà immediatamente istituita dalle Nazioni Unite per rispondere all’emergenza cibo, lo “tsunami silenzioso” scatenato dall’aumento dei prezzi mondiali delle derrate alimentari che sta travolgendo la vita di milioni di persone. L’annuncio è arrivato oggi da Berna dal segretario generale dell’Onu Ban Ki Moon che da ieri sta presiedendo un vertice tra i dirigenti delle 27 agenzie del sistema dell’Onu e delle istituzioni di Bretton Woods .
Ban Ki-moon ha quindi illustrato il piano d’azione internazionale elaborato dai massimi responsabili delle 27 agenzie presenti che ha come priorità quella “di nutrire gli affamati”. “Il drammatico aumento dei prezzi delle derrate alimentari in tutto il mondo si è trasformato in una sfida di proporzioni globali senza precedenti diventata crisi per i più vulnerabili, inclusi i poveri dei centri urbani”, ha esordito Ban Ki-moon in una conferenza stampa. Il capo dell’Onu e il presidente della Banca mondiale Robert Zoellick hanno quindi chiesto la fine del divieto di esportazioni deciso da alcuni Paesi - tra cui Argentina e India - per far fronte alla crisi.
Una misura che aggrava la situazione, hanno affermato. Ma le cause della crisi del caro cibo sono molteplici, dall’aumento della domanda, al degrado dell’ambiente, ai bio-carburanti ed i sussidi agricoli che distorcono il commercio. Il piano d’azione elaborato a Berna include misure a breve, medio e lungo termine. Nell’immediato i Paesi donatori dovranno rispondere all’appello per 755 milioni di dollari lanciato dal Programma alimentare mondiale (Pam) . è un appello straordinario e in assenza di un finanziamento completo “rischiamo di vedere lo spettro della fame diffusa, della malnutrizione e dello scontento sociale su una scala senza precedenti”, ha ammonito Ban Ki-moon. Per il Pam il mondo deve infatti affrontare il “nuovo volto della fame”, quello di un crescente numero di individui per cui le derrate alimentari sono diventate troppo care. “Già adesso la fame è la causa del decesso di 3,5 milioni di bambini l’anno e stimiamo che gli alti prezzi abbiano spinto 100 milioni di persone nella povertà negli ultimi due anni”, ha detto Zoellick. Per il presidente della banca mondiale, bisognerà quindi agire già nelle prossime settimane.
“Abbiamo visto il prezzo del grano diminuire negli ultimi giorni, quelli del riso e del granoturco” ha precisato “dovrebbero restare alti e relativamente anche il grano”. è inoltre necessario stimolare la produzione agricola nei paesi poveri ea questo proposito la Fao (l’agenzia dell’Onu per l’agricoltura) ha elaborato un piano per 1,7 miliardi di dollari per aiutare i Paesi a basso a reddito ad accrescere la produzione agricola e la Banca mondiale sta esaminando nuovi meccanismi di finanziamento rapido. Le Nazioni Unite - ha promesso il capo dell’Onu - collaboreranno per aiutare i Paesi colpiti a rispondere alla crisi, per promuovere la ricerca e sul lungo termine sarà necessario affrontare le questioni strutturali e politiche e le sfide poste dai cambiamenti climatico. “Ulteriori ricerche dovranno essere condotte per misurare l’impatto della produzione di biocarburanti”, ha detto Ban Ki-moon. Presente a Berna, il direttore generale del Wto (Organizzazione mondiale del commercio) Pascal Lamy ha sottolineato che la conclusione dei negoziati del Doha round potrebbe portare ad un taglio sostanziale dei sussidi alla produzione agricola.
Il prossimo appuntamento ad alto livello sulla crisi mondiale è già in programma a Roma dal 3 al 5 giugno, quando i leader mondiali parteciperanno alla Conferenza della Fao sulla Sicurezza alimentare mondiale.
